Whitepaper on formula Business Ordinace

This white Paper was introduced at the Maine Real Estate and Development Association's conference in January 2007. Joe Malone wrote the paper to outline specific concerns regarding the Formula Business Ordinance passed by the Portland city Council in November 2006.

In February 2007, the Portland City Council voted 7-0 to overturn the three-month old ordinance restricting chain stores and restaurants in favor of forming a group to look at the issue with fresh eyes. The ordinance will expire in March and will be replaced by a task force assigned to achieve a proper balance between locally owned and national chains, and maintaining the character of downtown Portland.
